Osage Beach Approves Veterans Memorial Change Order After Months of Delays

OSAGE BEACH, Mo. — After months of debate and delays, the Osage Beach Board of Aldermen has finally approved Bill 25-44, an ordinance authorizing a change order for the Veterans Memorial Project, during a meeting on May 1, 2025. The ordinance allows the city administrator to sign a $14,467.90 change order with Don Schneider Excavating Company, Inc., bringing the total project cost to no more than $172,217.90. The decision, which required both first and second readings, resolves ongoing issues with substandard flagpoles and additional lighting expenses but comes with a critical condition: a signed contract ensuring reimbursement.

The Veterans Memorial Project, intended to honor local veterans with a prominent display at city hall, has been stalled for months due to a mix-up with flagpoles supplied by the Elks Lodge. City Engineer Drew Bowman explained that the original agreement required the Elks to provide commercial-grade flagpoles—tamperproof and capable of withstanding high winds—at an estimated cost of $5,200. However, the delivered flagpoles were residential-grade, telescoping models unsuitable for the project. “They were not what was agreed upon,” Bowman told the board, noting that the site has sat incomplete for weeks as a result.

The change order addresses two key issues. First, it funds the procurement of new commercial-grade flagpoles at a cost of $8,800, which the Elks Lodge has verbally agreed to reimburse. Second, it covers ~$5,600 for ground-mounted lighting, as the new flagpoles cannot support the originally planned pole-mounted lights. Per flag code, lighting is recommended but not mandatory, but the board agreed that proper illumination is essential for the memorial’s dignity. The Elks, a nonprofit, cannot cover the lighting cost, leaving the city to foot the bill.

Previous meetings over the past several months revealed growing frustration with the project’s delays and the lack of a formal reimbursement agreement. Alderman Hoffman, a veteran, emphasized the need for a written contract, citing past “handshake deals” that left the city uncompensated. “As much as I want to support this, there needs to be a signed contract,” he said, proposing a delay until such documentation is secured. Alderman Ostein echoed this concern, stressing the importance of protecting taxpayer funds. Alderman Rucker supported the project but insisted that “it needs to be done right,” including proper lighting from the ground.

To address these concerns, the board amended Bill 25-44 to make the change order contingent on a signed contract from the Elks Lodge guaranteeing the $8,800 reimbursement for the flagpoles. City Engineer Bowman assured the board he would obtain the contract before ordering the materials. The amendment passed unanimously, followed by approvals for both the first and second readings, with a roll call vote confirming support from Aldermen Ostein, Rose, Collins, Rucker, and Hoffman.

The mayor, who has been involved in discussions with the Elks, clarified the financial breakdown: “The Elks will cover the $9,000 for the flagpoles, but the city would need to cover about $5,000 for appropriate lighting.” He expressed strong support, noting that the memorial would be a source of pride for Osage Beach and its veterans. The reimbursement will be credited as an expense offset, avoiding a budget amendment, per city financial staff.

With the passage of Bill 25-44, the Veterans Memorial Project can move forward, provided the Elks formalize their reimbursement commitment. The city hopes to transform the “giant hole out front” into a fitting tribute to veterans in the near future, ending months of setbacks and ensuring the memorial meets the community’s high standards.

The lunch gathering, a highlight of the four-day boating extravaganza, brought together boaters, enthusiasts, and community members in a celebration of camaraderie and charity.

The event, held as part of the third annual Super Cat Fest West, was organized by Dave Johnson of RiverDavesPlace.com and Alvin Heathman, founder of the original Super Cat Fest at Lake of the Ozarks.
